Changes to USPS Priority Mail International Flat Rate Envelopes

As of August 28, 2016, the United States Postal Service (USPS) will be making significant changes to its Priority Mail International service. Starting this date, all Priority Mail International items, including flat rate envelopes and small flat rate priced boxes, will require PS Form 2976-A, Customs Declaration and Dispatch Note - CP 72.

The USPS is shifting these items from the international letter-post stream to the air-parcel stream in order to provide expanded access to tracking and insurance for all Priority Mail International customers. This change aims to enhance the reliability and affordability of international delivery service, which currently reaches over 180 countries worldwide.

One important aspect of this change is that the price for Priority Mail International service remains unchanged. Customers can continue to enjoy reliable and affordable international shipping options without increased costs.

The USPS is also revising the Mailing Standards of the United States Postal Service, International Mail Manual (IMM) to reflect these changes in classification and standards for Priority Mail International service.
